Collaboration fosters resilience, as demonstrated by the National Resilience Council’s colloquium

National Resilience Council (NRC) Co-Chairman for the Private Sector Hans Sy, in his message of
support, reiterates that resilience is a continuous journey and is a collective responsibility to build on
progress, promote innovation, and ensure lasting impact.

In order to further the interrelated goals of the Sendai Framework for Disaster Risk Reduction, Sustainable Development Goals, Paris Climate Agreement, New Urban Agenda, and other international commitments, the Philippines’ National Resilience Council (NRC), a science and technology-driven public-private partnership, brought together national and local governments, academia, civil society, and the private sector for the event “From Surviving to Thriving: Transformative Strategies through Multi-Stakeholder Partnerships and Innovations.”

As part of the NRC’s Adopt a City (AAC) Initiative, the 2025 Resilient Local Government Unit Program (RGLUP) Colloquium featured updates and developments from participating cities and municipalities. Through preparedness funding, prevention, pre-disaster recovery planning, and long-term resilience programs, this strategy allows firms to participate in risk reduction rather than just catastrophe relief. AAC encourages teamwork to create safer, more resilient communities by giving local governments more authority.

The event opened with inspiring messages from NRC Co-Chairman for the private sector and SM Prime Holdings Chairman of the Executive Committee Hans Sy, NRC Vice Chairman for civil service organizations and Zuellig Family Foundation President Austere Panadero, and NRC Vice Chairman for the scientific organizations and academe and Director of the Manila Observatory Fr. Jose Ramon Villarin, SJ.

At the National Resilience Council (NRC) Colloquium, local government units in the Adopt-a-City Initiative deliver a public narrative and take part in a panel discussion with leading resilience experts.

Cities in the AAC’s Prepare phase—Baguio, Iligan, Mandaue, and Tiwi, Albay—presented their innovative disaster resilience strategies. Baguio City Mayor Benjamin Magalong emphasized, “Baguio’s resilience journey highlights the power of collaboration and national support.” Meanwhile, cities in the Adapt and Transform phase, the initiative’s next stages —Naga, Cagayan de Oro, Iloilo, Bataan, Manila, and Ormoc—highlighted their advanced strides. Ormoc City Mayor Lucy Torres-Gomez shared, “I am very proud to say that because of Project Transform, together with our esteemed partners, Ormoc City is always on track in terms of environmental stewardship and resilience.”

The colloquium emphasized the value of multi-stakeholder collaboration in bringing about transformative change, drawing on the NRC’s mandate. Women on Fire 2025: Strengthening Women and Creating Resilient Societies

The iconic SM Mall of Asia Globe lights up in purple to celebrate gender equality, together with SM Cares, United Nations Philippines, and the Philippine Commission for Women.

Women on Fire, a celebration of the extraordinary leadership, bravery, strength, and tenacity of women in fire prevention, disaster response, and community safety, was introduced by SM Cares in honor of National Women’s Month and Fire Prevention Month. Across all programs, Women on Fire reached approximately 25,000 participants and provided a platform for empowerment, education, and awareness through partnerships with important public and private entities.

The Purple Illumination Ceremony, held on February 28 by SM Cares in collaboration with the Philippine Commission on Women (PCW) and the United Nations Philippines, illuminated the SM Mall of Asia (MOA) Globe and mall façades across the country to mark the beginning of Women’s Month. In the Philippines, purple, a color often associated with justice, dignity, and women’s rights, signified the beginning of National Women’s Month, reaffirming SM’s dedication to gender equality and female empowerment.

Strengthening Preparedness and Safety

A key highlight of the campaign was Women on Fire, which recognized female firefighters, emergency responders, and community leaders for their role in safety, fire prevention and disaster preparedness. On March 4, 2025, SM Cares and the Bureau of Fire Protection (BFP) conducted the 4th SM & BFP Nationwide Simultaneous Fire Drill across SM malls nationwide, with SM Mall of Asia as the main venue. Hundreds of registered participants took part in the Fire Square Roadshow, engaging in fire safety demonstrations and interactive training sessions to strengthen preparedness.

Women in Resilience: Empowering Women as Leaders in Disaster Preparedness and Community Building

On March 5, 2025, SM Cares and the Philippine Commission on Women (PCW) led the 2025 National Women’s Month Celebration Kickoff at SM Mall of Asia. The event, centered on the theme “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas”, aimed to empower women across various sectors, particularly those from marginalized communities. Its activities included gender equality discussions on women’s rights and leadership, a trade fair showcasing products from women-led MSMEs and free services such as medical check-ups, legal consultations and livelihood support.

Meanwhile, the Women LEAD Forum, co-hosted by the Department of the Interior and Local Government (DILG) and SM Cares, emphasized the crucial role of women at the barangay and grassroots levels in disaster resilience. The discussion underscored how women-led initiatives strengthen community preparedness and serve as models for national climate and disaster resilience programs.

SM Cares Champions Safe and Inclusive Spaces with Safe Spaces Act Orientation

Over 12,000 people attended SM Cares’ 3rd Nationwide Safe Spaces Act Orientation, which was hosted in 86 SM malls across the country on March 4 and 6, to reaffirm the company’s dedication to establishing safe spaces. How SM Moves From Bin it Right to #SMWasteFreeFuture reduces the impact on landfills

The SM Waste-Free Future initiative endeavors to reduce waste generation and increase the rate of diversion.

It is not “out of sight, out of mind”; landfills are not only unsightly places in isolated locations; they also provide a serious health danger to the local population and release a lot of greenhouse gases due to the decomposition of food waste.

The SM Supermalls’ Recyclable, Disposable, and Compostable (RDC) containers are not merely decorative; they mark the beginning of the path to a landfill that is net-zero and beyond.

SM has recycled 130,250kg of its internal non-essential documents through its bulk paper recycling program.

SM’s environmental programs, such as the monthly Trash to Cash recycling market, continue to support communities towards sustainable living.

For recyclable waste, SM has initiatives like the “Trash to Cash” recycling market, which successfully gathers over 1 million kilograms annually of plastic, paper, and other materials for reuse or recycling. The program aims to reduce solid waste pollution and promote a circular economy within communities. SM understands the importance of segregating at the source, and the company does this through partnerships with various companies, such as Trust International Paper Corporation for internal bulk paper recycling. The program has avoided landfill waste equivalent to the annual waste of more than 3,000 households while ensuring recyclables are properly processed.

For disposable, non-recyclable waste, SM Prime formed a joint venture with the Japanese environmental solutions company GUUN to establish SM GUUN Environmental Company, Inc. (SGECI). This partnership enhances its waste-to-fuel factory to convert non-recyclable waste, like single-use plastics, non-recyclable paper, and used rags, into cement fuel called “fluff fuel” to reduce coal usage. The “fluff fuel” produced is then used by eco-conscious cement companies like APO Cement, Holcim, and Taiheiyo Cement in a practice they call “co-processing,” where the ash from the fuel is also used as a cement ingredient, making it an integral part of the waste reduction ecosystem.

In 2024, SM GUUN Environmental Company converted over 6,000 metric tons of non-recyclable waste into “fluff fuel,” avoiding the annual landfill burden for 12,000 households. The Department of Environment and Natural Resources (DENR) recently visited the facility and recognized its significance to various stakeholders, particularly in the reduction of their carbon footprints and the efficient management of solid waste.

In 2024, SM GUUN enabled the conversion of 6,000 metric tons of non-recyclable waste into fuel for cement companies.

SM GUUN’s Cebu plant is capable of processing 50-70 tons of waste daily.

Department of Environment and Natural Resources (DENR) representatives, led by Assistant Secretary and concurrent Bureau Director Jaqueline Caancan were joined by the National Solid Waste Management Commission Head Engr. Vizminda Osorio and DENR Environmental Management Bureau (EMB) Central Visayas Regional Director Ma. Victoria Abrera in a recent visit to SM GUUN Environmental Company in Consolacion, Cebu.

For compostable waste, SM GUUN is experimenting with a Singaporean system for its malls and hawker centers that transforms compostable food residues into landscape soil, achieving over 70% volume reduction within 48 hours. This helps create new soil for gardens, parks, and golf courses, thereby reducing the burden on landfills and contributing to soil health and urban greenery.

Other customer-facing solid waste management services offered by SM include the Plastic Waste Collection program, E-Waste Collection, clean water body awareness campaigns, and frequent cleanups of the coast and estero. Through RA 9004, RA 11898, and other similar laws, these activities are also carried out to assist the government in promoting appropriate solid waste management.

The path to SM’s #SMWasteFreeFuture becomes more feasible after solutions have been found. To establish an ecology of recovery and consumption where the term “waste” can become obsolete, we need everyone’s assistance, from properly “bin it right” to further developing waste solutions. By supporting the Water for Tomorrow Campaign, SM Prime promotes sustainability

SM City Baguio’s rainwater treatment facility (RTF) utilizes a rigorous six-step treatment process with real-time monitoring to ensure processed water meets potability requirements, and its service to the community was recognized at the 2024 Asia Pacific Tambuli Awards.

Access to clean and potable water is one of today’s most pressing challenges, with rapid urbanization and population growth straining freshwater resources. Effective water management is essential for both the environment and civilization, according to the United Nations (UN)-Water.

Since the early 1990s, long before water stress and its connection to climate change were generally acknowledged, SM Prime Holdings, Inc. (SM Prime), a prominent integrated property developer in Southeast Asia, has placed a high priority on water conservation and management.

In order to ensure responsible resource management and promote the welfare of the communities it serves, SM Prime actively incorporates climate resilience into its developments through its water stewardship campaign, Water for Tomorrow.

Sustainable water management

Water conservation measures and efficient management systems are embedded in SM Prime’s building operations. The company invests heavily in sustainable water management technologies to reduce freshwater use and the demand for municipal water supply. It has identified practical water usage and innovations to address the growing concern of water security.

In 2023, SM Prime’s reported total water consumption amounted to 7.2 million cubic meters, with 61% of that consumed water being recycled.

On average, more than 1 billion gallons of recycled water is used for mall operations. SM Supermalls uses recycled water for cleaning and sanitation, caring for its plants and landscaping, and cooling its air conditioning towers.  Efficient plumbing and innovative water-saving technologies with low-flow fixtures also regulate the mall’s water consumption.

Headquarters to some of the largest Business Process Outsourcing (BPO) and Knowledge Process Outsourcing (KPO) brand names, the Three E-com Center at the Mall of Asia Complex efficiently operates its sewage treatment plant to collect, treat, and remove contaminants from wastewater, making it safe to discharge to the surrounding environment.

These practices have been scaled throughout the group. The SM Offices’ E-Com Centers in the Mall of Asia Complex have sewage treatment plants that recycle greywater. Aside from rainwater harvesting systems that help maintain its urban gardens, SM Development Corporation (SMDC)’s Sea and Shore Residences donate its discharged treated water to the greening of the Estates in the MOA Complex.

Pico Sands Hotel has reduced water consumption by advocating towel and linen reuse, inviting guests to join its sustainability journey and conserve water.

Hamilo Coast’s desalination plant provides sustainable water to its community, serving residences, hotels, staff housing, and offices since 2010.

As part of its water conservation program in Pico Sands Hotel, SM Hotels and Convention Corporation reduced its freshwater consumption by 36%, reaching 52% water reuse and 41% for Pico de Loro Beach and Country Club. Together with Hamilo Coast, SM Prime’s luxury and leisure estates in Nasugbu, Batangas, its water desalination plant has made significant impacts on water management and sustainable eco-tourism since 2010, ensuring that it services all developments that call Hamilo home.

Protecting water resources

SM Prime supports this year’s UN-Water World Water Day 2025 on March 22, which focuses on the theme “Glacier Preservation.”

Halfway around the globe, glaciers play a critical role in the global water cycle.  Glacial ice is the largest reservoir of fresh water, holding about 69% of the world’s fresh water. With rapid glacial melting, altered rainfall patterns, droughts, and rising sea levels, the planet risks a water crisis that affects the most vulnerable.

Recognizing these challenges and the need for a reliable water supply, SM Prime continues to integrate water-efficient systems in its property developments. This helps create public awareness and encourages responsible water use among mallgoers, tenants, employees, and communities. In 2023, SM Supermalls’ SM City Baguio rainwater treatment facility (RTF) was launched to help reduce dependence on freshwater sources. It has treated 17,000 cubic meters of rainwater into potable water and continues to operate and serve its host community.

The Water for Tomorrow initiative, along with Net Zero by 2040 and a Waste-Free Future, are important components of SM Prime’s sustainability plan.

In the most recent Tangere 2025 Senatorial Preferential Survey, there was a three-way tie for top place; FPRRD’s arrest increased PDP-Laban’s chances of winning a Senate seat

A three-way statistical tie between brothers Media Executive Ben “Bitag” Tulfo and ACT-CIS Representative Erwin Tulfo and Senator Bong Go, who each received 54% of the vote, was the result of Tangere’s most recent 2025 Pre-Election Senatorial Preferential Survey, which was conducted on the eve of former President Rodrigo Duterte’s arrest. Ben ‘Bitag’ Tulfo received 54.63% of the vote, which put him at the top of the overall rating. Metro Manila and Visayas voters chose him. Northern Luzon, Central Luzon, and Southern Luzon voters favored Erwin Tulfo, the ACT-CIS congressman, who came in third (53.50%). Rep. Erwin Tulfo was preferred by older respondents, whereas Ben “Bitag” Tulfo was more popular with voters between the ages of 18 and 25. Senator Bong Go, the incumbent, will rank second overall with a 54% voter choice, a significant rise over the study conducted last month. When it came to Mindanao voter preference, Senator Go was the most popular candidate.

Effect of PRRD Arrest – PDP Laban Candidates

  • A notable increase for the following candidates and guests from PDP-Laban was recorded for February. This can be attributed to the rise in support for the embattled former president:
    • Senator Bong Go (Ranked 1-3) from 51.25% to 54.00%;
    • Senator Bato Dela Rosa (Ranked 7-13) &nbspfrom 36.54% to 37.29%;
    • Actor Philip Salvador (Ranked 19-20) from 21.92% to 22.67%;
    • Rodante Marcoleta (Ranked 21-23) from 19.12% to 19.83%;
    • Jimmy Bondoc (Ranked 21-23) from 17.63% to 18.13%;
    • Vic Rodriguez (Ranked 26-27) from 6.63% to 10.42%
  • No notable movement were recorded for Sec. Raul Lambino, Pastor Quiboloy, and Jesus Hinlo, Jr.

Effect of PRRD Arrest – Admin Candidates

  • No notable movement were recorded for the following candidates:
    • Former Senator Tito Sotto continued to rank fourth with a 47.67% voter preference;
    • Senator Bong Revilla and Senator Pia Cayetano remained statistically tied at 5-6 with 42% voter preference each;
    • Former DILG Secretary Ben Abalos ranked seventh overall with a 37.54% voter preference. He is statistically tied with other admin candidates for 7-13 , Senator Lito Lapid (37.00%),  Senator Manny Pacquiao (36.92%) , and Senator Ping Lacson (36.29%);
  • A notable increase for the following candidates was recorded:
    • Senator Ping Lacson (Ranked 7-13) from 33.33% to 36.29%;
    • Makati Mayor Abigail Binay (Ranked 13-16) from 30.42% to 33.88%;
    • Camille Villar (Ranked 14-16) from 29.38% to 32.04%.
  • Only the following candidates from the administration lineup recorded a decrease in voter preference :
    • Senator Imee Marcos (Ranked 17-18) from 29.04% to 27.13%;
    • Senator Francis Tolentino (Ranked 17-18) from 28.04% to 27.04%.

FPRRD ICC Arrest

According to Tangere’s latest public opinion poll, a strong majority, exceeding three out of four are against the Marcos Administration’s cooperation with Interpol in arresting Former President Rodrigo Duterte Based on the ICC Warrant .  Respondents from Central Luzon, Southern Luzon, Mindanao, and Visayas are the key demographics driving the agreement. Opposition to the agreement is largely concentrated among 36 to 50 year-old respondents from Metro Manila and Northern Luzon,. The vast majority of respondents, specifically 73%, said that the arrest will cause a national rift within the country. A significant two-thirds of those who trusted the Marcos Administration lost their trust after the arrest of the former president,

In response to the question if this will have an effect on their voter preference this coming May 2025 Mid-Term Elections, More than a substantial portion of voters, specifically 85%, mentioned that this will play a significant role in their selection process during the upcoming midterm elections.

With a sample size of 2,400 participants (+/- 1.96% Margin of Error at a 95% Confidence Level), the non-commissioned survey was administered via a mobile responder application on March 11–14, 2025, using a stratified random sampling approach (quota based sampling). Twelve percent came from the National Capital Region (NCR), twenty percent from Visayas, twenty-three percent from Northern Luzon, twenty-two percent from Southern Luzon, and twenty-three percent from Mindanao.
