Digital Transformation in Different Regions: Local Governments Envision PDSCN Connection to Promote Economic Growth

Deploying dependable internet access and digitalization has become imperative for local governments as the Philippines experiences a digital revolution. A prime example of this endeavor is the Philippine Domestic Submarine Cable Network (PDSCN), which seeks to improve the country’s digital infrastructure.

Cebu City Government gets dedicated internet speed boost from Eastern Communications

The Philippines’ innovative ICT solutions provider and telecommunications company, Eastern Communications, has established alliances with local government organizations all around the nation. They hope to stimulate economic growth by improving the nation’s digital connectivity and network infrastructure through the cooperative PDSCN initiative.

Connecting Regions Through the PDSCN
The PDSCN is a joint initiative between Eastern Communications, Globe Group, and InfiniVAN Inc. with long-term goals of fostering economic growth and bridging the digital divide. Once completed, it will span over 2,500 kilometers of fiber cables across the Philippines. This robust network is designed to revolutionize internet reliability and resiliency.

This advanced infrastructure is set to catalyze economic growth and digital transformation in previously underserved and unserved regions. With the PDSCN Express Route now operational, Eastern plans to expand its connectivity network to cater to key business regions such as Iloilo, Davao, Bohol, Boracay, Cagayan de Oro, Bacolod, and Dumaguete. Eastern formally launched and made its services available in Tagbilaran, Bohol through its signature expansion event, Via Eastern, in July 2024.

As local governments harness the potential of reliable internet and embrace digitalization, they are able to deliver improved public services, enhanced communication, and sustainable economic development. The PDSCN is not just about connectivity; it’s about empowering communities and driving the Philippines towards a more inclusive and prosperous future.

Fortifying Connectivity in Cebu
The Philippine Statistics Authority (PSA) reported a 7.3 percent economic growth in Central Visayas for 2023, raising its GDP to P1.381.2 trillion. Metro Cebu is the region’s top contributor, and is also a main driver of the Philippines as a frontrunner in the ASEAN region, achieving the highest growth of 5.7% in the first quarter of 2024. This economic surge, fueled by tourism and business programs, increases the demand for better internet connectivity. It also supports Cebu City’s goal of becoming a technologically advanced, inclusive, and resilient urban center.

Official contract signing ceremony of Eastern Communications’ team with Cebu IT Office representatives

Eastern Communications is empowering the local government of Cebu with its premium Internet Direct Service (IDS), a dedicated high-speed connectivity solution. Eastern’s IDS boasts robust and reliable connectivity revolutionizing communication, data exchange, and collaboration, bolstering Cebu City’s economic development and ensuring efficient governance.

“The recent partnership between Eastern Communications and the Cebu local government offices is a significant step toward enhancing digital infrastructure and connectivity within the city,” said Cebu’s Acting City Mayor Atty. Raymond Garcia. “Advocating for better internet connectivity aligns with Cebu City’s vision of a technologically advanced, inclusive, and resilient urban center.”

Cebu local government’s Management Information and Computer Services (MICS) team also noted how improved connectivity aligns with the Cebu government’s goals and initiatives which promotes technological advancement and digitalization:

  1. Enhanced Public Services: Reliable internet connectivity enables citizens to access government services online, pay bills, and apply for permits seamlessly. Digitalization of administrative processes reduces paperwork, enhances transparency, and improves overall efficiency.
  2. Community Inclusion: Improved internet access bridges gaps between urban and rural areas while providing free or affordable internet in public spaces through Community Wi-Fi promotes social inclusion and connectivity for all.
  3. Data-Driven Decision-Making: Digitalization generates valuable data on traffic, utilities, and public services, informing policy decisions and urban planning. Sharing data with the public encourages innovation, collaboration, and community engagement.

Beyond connectivity, Eastern’s services streamline the local government’s operations and optimize digital processes. The service helps the Cebu LGU in e-governance, fostering community inclusion, and leveraging data-driven decision-making for smart city solutions.

Boosting Negros Occidental’s Tourism and Emergency Response

Negros Occidental enjoys robust connectivity and personalized services from Eastern Communications

Through the PDSCN, Eastern Communications now serves the local government of Negros Occidental in Western Visayas. In 2023, the province recorded a significant tourism revenue of P6 billion, marking a 36% increase in tourist arrivals from the previous year. As the municipality focuses on tourism growth, Eastern is committed to providing robust and reliable internet to support the government’s day-to-day operations and reinforce safety and communications during emergencies and natural disasters.

“We have been using Eastern Communications’ internet services in our office for the past months and have always been satisfied with its speed performance and no disconnection,” said Province of Negros Occidental OIC-ICTD Jose Larry Sañor. “They offer the most competitive rates and after-sales support to our company is great. I’m happy to recommend their services,” he added.

Connecting the Nation

Eastern Communications is an essential ICT solutions partner for local businesses in the Philippines, helping them to develop digitalization in line with government plans as the country becomes more connected and digital first. During President Ferdinand R. Marcos Jr.’s most recent State of the Nation Address (SONA), when Eastern played a crucial role as a connectivity provider, the telecom’s support was made clear. The House of Representatives Complex received 10 GBPs worth of Internet Direct Service (IDS) from the telecom during the SONA 2024. Ensuring the success of the event and helping Eastern connect Filipinos from all across the country was made possible by providing support for the connection needs during this period

BLUE SKIES FOR OUR CHILDREN: Tree Planting and Livelihood Initiative Launch

With the Honda Foundation, Inc. (HFI) Tree Planting and Livelihood initiative in Barangay Magsaysay, Siniloan, Laguna, the organization has accomplished another significant goal in showcasing its dedication to environmental conservation and community well-being. Honda has adopted 28 hectares of the Sierra Madre Mountains under the DENR’s National Greening Program, and as part of this endeavor, the company has launched a 5-year Tree Planting and Livelihood program. 14,000 fruit-bearing trees are to be planted as part of the forestry initiatives. Furthermore, Honda established a formal collaboration with the Department of Environment & Natural Resources (DENR) Region IV-A and the Magsaysay Coconut Farmers Association (MACOFA) by signing a Memorandum of Agreement on March 12, 2024.

Furthermore, Honda joins the country in the celebration of Arbor Day, a day dedicated to tree planting that is undertaken as annual event in the Philippines during the month of June.

Present at the event were the HFI Board of Trustees led by the HFI President and concurrent president of Honda Parts Manufacturing Corp. (HPMC) Mr. Seiji Fujimoto; Honda Philippines, Inc. (HPI) President Ms. Sayaka Arai; Honda Cars Philippines, Inc. (HCPI) President Ms. Rie Miyake; and Honda Trading Philippines Ecozone, Corp. (HTPE) President Mr. Tomoyuki Mabuchi. The event also received strong support from Mayor Patrick Ellis Go and the community of Siniloan municipality.

The tree planting activity was participated by around 100 volunteers, including Honda employees & support team members, personnel from the Municipal Environment & Natural Resources Office (MENRO), Community Environment & Natural Resources (CENRO), Philippine National Police (PNP) and farmers from MACOFA.  As of June 21, 2024, more than 2,000 trees have been planted.

Fostering Clean River for the Community

Earlier this year, as Honda continues to move towards its advocacy of protecting the environment, a collaboration with the DENR-CENRO Sta. Cruz and the Municipality of Siniloan, Laguna led to a river cleanup activity in Barangay Macatad, Siniloan, Laguna. Joining the World Water Day celebration on March 22, 2024, these collaborative efforts played a significant role in inspiring and creating awareness in the community about the importance of preserving the environment and fresh water for families. A total of 240 kg of waste was collected during the event, including 75 kg of biodegradable waste, 150 kg of non-biodegradable waste, and 15 kg of residual waste.

Siniloan River is one of the 21 tributaries of Laguna de Bay that is regularly monitored by the Laguna Lake Development Authority. The clean-up site serves as a take-off point to various waterfalls and is a popular destination among mountaineers and for recreational activities. The area is currently being developed into an ecotourism site. For these reasons, Honda recognized Siniloan River as an excellent venue choice for a clean-up drive, promoting the conservation of the river and sustaining the well-being of local residents, tourists, and visitors in Siniloan.

Also recently, the Honda Foundation, Inc. (HFI), in partnership with the Technical Education and Skills Development Authority (TESDA) Regional Training Center – NCR launched a Corporate Social Responsibility (CSR) program called TESDA RTC NCR – HONDA ROOM in TESDA center located in Taguig City.

The TESDA – HONDA ROOM is exclusively used for HONDA motorcycle and automotive learning laboratories. It equips instructors and trainees with the necessary knowledge and know-how in HONDA technology, enabling them to achieve the goal of providing access to quality education and employment opportunities. This initiative aims to uplift the lives of the Filipino workforce and improve the financial status of impoverished youth and their families. In the future, HONDA aims to utilize this facility as a TESDA Training and Assessment Center venue, streamlining the process of certifying learners in motorcycle and automotive courses.

On March 20, 2024, TESDA and HONDA signed a memorandum of agreement to formalize their partnership and commitment. Their joint endeavor aims to sustain the offering of motorcycle and automotive mechanical courses, with a maximum of 25 learners per training batch. HONDA generously donated six (6) motorcycle units and two (2) automobile vehicles, along with lifters, special tools, and classroom furnishings.

Honda Cars Philippines, Inc. (automobile products), Honda Parts Manufacturing, Inc. (manufacturer/exporter), Honda Trading Philippines Ecozone Corporation (storage/warehousing), and Honda Philippines, Inc. (motorcycle and power product manufacturer/distributor) make up HFI, the Corporate Social Responsibility (CSR) arm of Honda companies in the Philippines.

On December 23, 1992, HFI was founded and registered as a non-stock, non-profit organization. Ever since, HFI has been united with the community in its pursuit of environmental protection, youth support for the future, community needs resolution, and traffic safety promotion. Filipino artists Maki, Munimuni, crwn, bird. and Muri to attend Bali, Indonesia’s AXEAN Festival in 2024

The inaugural event unveils its initial round of programming, which includes the addition of a songwriting camp

Following two years of well-attended live events in Singapore (2022–2023), AXEAN has announced its return, this time in a new tropical location thousands of miles distant from its previous headquarters.

Filipino musicians include dream-pop group Bird, indie-folk group Munimuni, electronic producer crwn, and chart-topping R&B singer Maki. and soul-jazz chanteuse Muri are among the first wave of performers at the worldwide music festival scheduled for September 28–29, 2024, in Bali, Indonesia.

A meaningful confluence is about to take place at the Jimbaran Hub, which is situated at the southern tip of the island and is surrounded by stunning vistas of sunsets and lush flora. This is the first intra-regional music showcase event in Southeast Asia.

First time in Bali

“It has always been our vision to make AXEAN a regional traveling festival, changing host countries every year, or even having multiple smaller editions in different countries,” AXEAN Festival co-founder and team leader Piyapong Muenprasertdee reveals. “The reasoning stemmed from us seeing that most Southeast Asian music markets are either very domestic, or receptive towards only western or K-pop artists when it comes to international artists. Thus, if we could help domestic artists cross borders within the region, there could be more opportunities for them to grow an international fanbase. After 2 years being in Singapore, we felt it was the right time to try a new place, and Bali being a tropical paradise with a growing music scene, we think it is the perfect location for artists, delegates and music-lovers alike.”

The festival activities will kick off with a music industry mixer and a private music showcase of Balinese talents on the day prior to the festival. It will be followed by a two-day music conference with networking activities in the morning and a music showcase festival featuring more than 50 music acts from Southeast Asia and beyond.

First wave of lineup

This year’s edition of AXEAN Festival takes pride in its diverse but strategically curated lineup from different parts of Southeast Asia and the rest of the world.

The lineup includes: At Adau (MY), Batavia Collective (ID), bird. (PH), Common People Like You (TH), COTERIE (AU), crwn (PH), Dialog Dini Hari (ID), Funkindustry (FR), Gabe Watkins (TH), Grrrl Gang (ID), HARIKUYAMAKU (JP), I’mdifficult(TW),Josh Makazo (SG), lightcraft (ID), Linying (SG), LUSS (TH), M-Fatt (KH), Maki (PH), Milledenials (ID), mindfreakkk (TH), Munimuni (PH), Muri (PH), Norith & YuuHai (KH), Puman (CN), Rangga Jones(SG), RuthKo(KH),San & The Workshop (SG), Skandal (ID), The Dinosaur’s Skin (TW), The Hertz (HK), Tuimi (VN), Uudee’s Swashbuckling Dandies (MN), Vanthan (KH), VVAS (TH).

International songwriting camp

The acclaimed international showcase festival will wrap up with a private songwriting camp, the newest addition to its diverse and extensive range of programming. The initiative aims to foster a spirit of creativity and inclusivity in a globalized setting while nurturing cross-cultural collaboration amongst the finest and most promising songwriters, producers, and artists in the ASEAN region and also from other regions of the world.

AXEAN Festival co-founder and co-director David Siow advocates for a more DIY approach to the songwriting camp, backed by its purpose of empowering and connecting a community of music creatives from all around the world, while ensuring equitable outcomes and opportunities from the series of collaborative sessions.

“For us, it’s all about enabling artists and furthering their careers; for Bali, it just made sense to do a camp and create good vibes, memories, and tracks for all involved,” Siow explains.

The co-director of the festival, Muenprasertdee, also stressed the value of the songwriting camp, emphasizing its ability to break down barriers both literally and figuratively as well as to create strategic partnerships that have the ability to assist artists in breaking into new markets by pooling their fan bases. He mentioned Flower.far with Fern from Thailand. among the recent success stories are H 3 F from Thailand and Vũ Thanh Vân from Vietnam and the Philippines.

“We hope a songwriting camp will help create an environment to foster more artistic collaborations and cross-border fanbases. Apart from some of this year’s showcasing artists, we have also invited some alumni, guest songwriters and producers to make it more fun and productive! Be on the lookout for new music coming out from our camp!”

The Jollibee Foods Corporation (JFC) and its social development arm, Jollibee Group Foundation (JGF), have partnered with the Philippine Business for Education (PBEd) and the United States Agency for International Development (USAID) to develop a training program under its workforce development initiative, YouthWorks PH, in an effort to increase opportunities for youth employment in the nation.

On June 6, representatives from PBEd, USAID, Primary Structures Educational Foundation, Inc. – School of Knowledge for Industrial Labor, and JFC business units joined the ceremonial signing of the memorandum of agreement and memorandum of understanding for the YouthWorks PH program. JGF’s President Gisela Tiongson and Jollibee Foods Corporation Philippines’ Chief Human Resources Officer Ruth Angeles also attended.

Training for their future. Through the YouthWorks PH project, those who are considered NEET can soon undergo free senior crew skills training that will equip them with the right competencies and experience to secure a job in the food and beverage sector.

The program is geared towards making education and training more responsive to the needs of the economy by working with the government, various industries, and the academe to provide opportunities to youth not in education, employment, or training (NEET).

Youth unemployment is at 11.2%, even while we experience a high number of vacancies in different industries. But we want to change this by bringing all our strengths together. Our partnership for the YouthWorks PH program is anchored on our shared commitment with JFC to support underprivileged youth to gain access to relevant education and eventually have an opportunity to improve their lives with gainful employment,” said JGF President Gisela Tiongson.

A joyful training

Start of the journey. The classroom training for the pilot batch of the Jollibee Group Foundation and YouthWorks PH Program officially commenced on July 1 in Cebu. The trainees will have two months of classroom training before starting their supervised industry learning in select Jollibee, Chowking, and Greenwich stores.

Through the YouthWorks PH project, those who are considered NEET can soon undergo free senior crew skills training that will equip them with the right competencies and experience to secure a job in the food and beverage sector.

JFC will lead the program’s pilot batch, which will include 26 NEET youth in Cebu City. In addition to providing work-based training and pre-employment support to the participants in select Jollibee, Chowking, and Greenwich stores, JFC and JGF will also cover the participants’ training costs, training allowances, and accommodation.

“We are elated to see the pilot batch of 26 out-of-school youth in Cebu City jump-start this opportunity,” said Justine Raagas, PBEd Executive Director. “This project is a testament to what we can achieve when we break down silos and work together. When government, businesses, educators, and communities join forces, we can empower young people, unlock their potential, and build a brighter future for all.”

Sharing the joyful experience

JFC and JGF embarked on this initiative as part of its commitment to the community support focus area under its global sustainability agenda, Joy for Tomorrow.

Partners in full force. Representatives from the Jollibee Foods Corporation and Jollibee Group Foundation, together with the team from Philippine Business Education and the United States Agency for International Development, form a handshake chain after sealing the partnership for the YouthWorks PH project.

The partnership followed the Company’s fruitful collaborations with the Department of Labor and Employment under the latter’s Special Program for the Employment of Students (SPES) and with several local governments to offer employment opportunities for the elderly and people with disabilities. The aim of all these programs is to increase work prospects for Filipinos nationwide.

“In JFC, we Choose Joy, and part of a joyful experience is being able to create a positive influence on the lives of others,” said Angeles.

“We are looking forward to the successful pilot implementation of this initiative in JFC and hoping to replicate the initiative in other areas to be able to reach more youth,” she added.
