In areas where there is urban growth, coastal land reclamation is growing, will continue to increase, and is a common urban strategy.
According to a research titled “Mapping 21st Century Global Coastal Land Reclamation,” which examined landsat satellite pictures from 2000 to 2020 to quantify the spatial extent, magnitude, and land use of urban coastal reclamation in 135 cities throughout the world with populations greater than one million, the reclamation of urban coastal land has been occurring. Key data show that 253,000 hectares of new land, or the size of Luxembourg, have been created by reclamation in 78% of these cities in order to make more space.
The process of reclaiming land involves reclaiming seabed for new land. In areas with limited land and dense populations, it is frequently employed for a variety of purposes. Cities in these nations, ranging from Western Europe and West Africa to the Middle East, East Asia, and Southeast Asia, reclaim land for port extensions, residential and commercial development, and industrial use with the goal of generating tourist and green space. These towns want prominent place-making initiatives and improved international reputation for the next stage because key factors like global trade and growing urbanization are already pervasive.
“Coastal land reclamation is a forward-looking approach to urban development,” says Architect Ian Fulgar, the principal architect of Fulgar Architects. It allows cities to preserve valuable ecosystems and resources from urban sprawl by expanding spaces without encroaching on existing natural land. Singapore, Dubai, and Hong Kong, says Architect Fulgar, are some of the world’s most notable cities with impressive urban reclamation projects. “Not only have they transformed their respective landscapes but also captured global attention,” he says.
Singapore’s Marina Bay Sands and Gardens by the Bay are testaments to the city-state’s commitment to innovation and sustainability. The former is a luxury integrated resort famed for transforming Singapore’s coastline and city skyline, whereas the latter is a spectacularly unique horticultural destination that combines art, science, and nature. These reclaimed land developments further boost the country’s international reputation and real estate value around the area.
For some parts of the United Arab Emirates, coastal land reclamation has significantly changed its geography. Dubai, which has completely transformed into an ultramodern city, features ambitious projects now known as some of the most recognizable developments in the world like Palm Jumeirah and The World. “They have reshaped the coastline and established the city as a leader in innovative development, significantly elevating Dubai’s real estate value and worldwide interest,” says Architect Fulgar.

To lessen the development’s environmental impact, architects and engineers must incorporate sustainable design concepts and green and blue areas.

The SM group, through the SM Foundation, recently installed a rainwater collection system at the Brgy in keeping with the SM Green Movement. Palawan’s Puerto Princesa City is home to the Irawan Birthing Facility. The project strives to strengthen their mission of safeguarding future generations’ health and well-being while protecting the environment.
The system collects rainwater from the roof and gutter and passes it through vinyl-coated mesh filters to assure water purity in order to improve water conservation and management in the building. The facility uses the gathered water for non-potable purposes including toilet flushing, cleaning, and watering plants. It has an 800-liter storage capacity.
Faucets connected to the rainwater catchment are duly marked to help guide the community.
The equipment for collecting rainwater runs without electricity and has faucets with labels for simple recycling of water.
The facility will enable them to lessen their dependency on the city’s water supply systems, according to the institution’s midwife Narcisa Jagmis.

“Kaya napaka laking tulog po ng natural na tubig mula sa rainwater catchment system na. Madali namin itong naaccess upang gamiting panglinis o pandilig dahil konektado ito sa mga gripo. Ang tubig naman mula sa main line ay maitatabi namin para sa aming sterile operations,” she said.

(SM Prime) collaborated to host the fourth SCPW Wetland Center Design Symposium on May 29 at the MAAX Building in the Mall of Asia Complex as part of the world’s celebration of the International Day for Biological Diversity 2023.
The hybrid symposium’s topic was “Build Back Biodiversity: Wetland Centers and Nature-Based Architecture,” and its talks were all focused on raising awareness of wetland conservation and cutting-edge design techniques.

Notable experts in the field also graced the event, sharing their insights and experiences including Chris Rostron, the global manager of Wetland Link International, and Alex Hughes of Wildfowl & Wetlands Trust in London, UK. The guest speakers kicked off the discussion by sharing about the pivotal role of Wetland Centers as a tool for Communication, Capacity Building, Education, Participation, and Awareness (CEPA) in wetland conservation efforts.

DENR, SM Prime calls on cities to innovate and invest in water-saving technologies to avert water crisis

In an effort to mitigate the effects of climate change on the nation’s ecosystem, the Department of Environment and Natural Resources (DENR) and SM Prime Holdings, Inc. (SM Prime), one of the top developers of real estate in Southeast Asia, recently urged local public officials to invest in rainwater collection for recycling and impoundment as well as investigate new technologies like modular desalination and modular sewage treatment plants.
Environment Secretary Maria Antonia Yulo-Loyzaga recently shared solutions-focused guidelines to assist the local government reduce carbon footprint, with a focus on water conservation to address the impending water crisis and increase access to clean water and sanitation, at the multi-stakeholder forum “Towards a Greener Footprint” in Iloilo City.
“We need to invest in the appropriate engineering and infrastructure to deliver water from the source,” Secretary Loyzaga said. “We must avoid, if not reduce drastically, the extraction of groundwater which in low-lying coastal areas causes subsidence and increases flooding.”
“Rainwater catchments will not only provide additional supply for household use but will also help ensure the availability of surface water through the maintenance of watershed cover when impounded,” Secretary Loyzaga said.
Based on the latest report of the Philippine Statistics Authority, water abstracted for own use increased from 215.2 billion cubic meters (bcm) in 2020 to 217.8 bcm in 2021 countrywide. From 2010 to 2021, the largest amount of self-abstracted water is for the power sector (58.7%). This was followed by agriculture (33.5%); mining and quarrying, manufacturing, and construction (5.3%); and services sector and households (2.6%).
Earlier this month, the DENR said the country still has enough water supply, but proper management is needed to prevent a possible water crisis by the end of the year.
The call was met with a resounding response from the private sector, particularly, SM Prime. In the same forum, SM Supermalls Vice President for Corporate Compliance Engr. Liza B. Silerio shared how SM Prime has stepped up the sustainability programs that it has been doing since SM Supermalls started recycling water in the 1990s.
In addition to developing a mall-based rainwater filtering technology that transforms collected rainwater into potable water fit for drinking, washing, and cleaning, SM Prime also pioneered the use of rainwater catchment to assist prevent floods in communities where its malls are situated. The facility, which was opened at SM City Baguio, would provide mall tenants with adequate drinkable water to assist decrease sourcing from the local water table.
“As an integrated property developer, we have seen the first-hand effects of natural hazards that are caused by the change in weather patterns in the Philippines,” Engr. Silerio explained. “El Nino and La Nina are two phenomena resulting from climate change. Our country ranks number one in the World Risk Index 2022 report as the most vulnerable among 193 nations.”
When faced with this difficulty, Engr. Silerio said that SM Prime will keep coming up with creative solutions to the environment problems. “We continue to evolve and adapt technology to improve our resource consumption as part of our climate action,” she said in conclusion.

The idea to raise the excise tax on sweetened beverages was debated at a media roundtable hosted in Quezon City’s 84-year-old Kamuning Bakery. The symposium, dubbed the “Pandesal Forum,” invited health and economic specialists to analyze the problem, citing as sources the most recent statistics on the prevalence of diabetes and obesity in the Philippines. The forum’s goal was to learn why, despite efforts to lower consumption of sweetened beverages through the excise tax, diabetes and obesity rates in the nation were rising.
Chona Patalen, Senior Science Research Specialist at the Food and Nutrition Research Institute (FNRI) of the Department of Science and Technology (DOST), was one of the experts invited to the event. The per capita consumption of sweetened beverages has dramatically declined between 2015 and 2019, according to statistics from the FNRI. Urban homes showed the most obvious signs of this reduction. Added pure sugar, non-caloric sweeteners like aspartame, or both were subject to a P6.00 tax per liter under the Sweetened Beverage Tax, which went into effect in 2018. Beverages containing high fructose corn syrup, or HFCS, were subject to a P10.00 per liter levy.
Obesity and Diabetes Rates Continue to Rise
In addition, consumption of sweetened beverages has decreased across all age groups in the Philippines, with adolescents and adults showing the sharpest decline. In contrast, Ms. Patalen shared obesity rates among Filipinos have only increased from 2015 to 2018, and even up to 2021. Among those aged 20 and above in the country, 38.6% are overweight and obese. This data translates to 17.8 million Filipinos who are overweight, and 5.6 million who are obese.
The data for Diabetes rates in the Philippines shows the same story. From 2013 to 2019, the number of Filipinos with borderline diabetes has more than doubled, translating to about 17.6 million people. In 2018 when the Sweetened Beverage tax was proposed, the reasons cited for the tax included helping curb obesity and diabetes rates. As the data shows, the number of Filipinos with obesity and diabetes continues to rise, despite the imposition of the excise tax on sweetened beverages. The FNRI is currently conducting the 2023 National Nutrition Survey, which is held every 5 years, which will reflect more updated obesity and diabetes rates, among other health measures.
An Increase in Excise Tax will Impact Middle- and Lower-Income Classes
Another member of the media forum panel was Dr. John Paulo Rivera, Executive Director of the Asian Institute of Management (AIM) Andrew Tan Tourism Center. Dr. Rivera is also the Chief Economist of Oikonomia Advisory & Research, Inc. In his discussion he noted that it is important to discuss the proposal to increase excise taxes on sweetened beverages because of the impact it may have on inflation, particularly on food. “As of the moment, inflation rates continue to be high, but we see this declining by the end of 2023 up to 2024,” explains Dr. Rivera. “However, if the excise tax on sweetened beverages is pursued, it will have an impact on consumption among middle and lower classes of consumers. This is because of the role that sweetened beverages play in their daily lives. If additional taxes are imposed on sweetened beverages, the prices of these will increase and will make purchasing them harder for consumers to purchase. While we understand that the goal of the excise tax is to limit consumption of sweetened beverages, we should also ask the question if these consumers have alternatives to these sweetened beverages.”
Dr. Rivera goes on to explain that while upper income classes may find alternatives easily, those in the lower brackets may not be able to do so, and as such the excise tax will impact their daily lives. If a tax is imposed, prices will similarly increase and consumers will bear the brunt of the impact. He adds that perhaps the government can find other ways to increase revenues other than an excise tax. In addition, he proposes that if the government would like to limit consumption of sweetened beverages, projects to help improve physical activity like public open spaces to counter diseases can be given focus.
Exercise is Medicine: Physical Activity and a Balanced Diet against Obesity and Diabetes
“We promote exercise because it serves as a hub to change lifestyles,” shares 3rd panel member Prof. Hercules Callanta, National Coordinator for “Exercise is Medicine” of the Philippine Association for the Study of Overweight and Obesity (PASOO). Prof Callanta is also a faculty member of the College of Human Kinetics of the University of Philippines Diliman. He relates that when people start doing exercise, they start to notice other aspects of their health, like the need to diet and even to sleep better. While it is common knowledge that having a balanced diet and being physically active are the keys to avoiding illnesses, Filipinos do not always practice both.
He clarifies however that while workouts are great for keeping fit, everyone should just start moving every day to be healthy. “We should all just start moving, start looking at our plates, adapting the “mind over plate,” he adds. He also supports the idea of walking more or even biking, taking the stairs, and avoiding using transportation if possible.
Professor Callanta says that more low-cost nutritious food is necessary to combat obesity and diabetes. In particular for the poorer segments of the general population, we want to see healthy food become more accessible, he says. He continues by saying that the government should prioritize encouraging more walkable areas in communities in order to increase the percentage of Filipinos who engage in physical exercise.
The group came to the conclusion that appropriate diet and exercise are more important than taxation in order to lower obesity and diabetes rates, as evidenced by the data.
